Mateusz Balcerowicz
State Water Holding Polish Waters

Mateusz Balcerowicz was appointed by the Minister of Infrastructure as President of the State Water Holding Polish Waters on 8 July 2025.

From January 2024 to July 2025, he served as Deputy President of the State Water Holding Polish Waters. He was responsible for planning, investments, and the maintenance of waters and water facilities owned by the State Treasury in Poland, including matters related to floods and droughts.

From 2013 to 2017, he headed the Water Resources Department at the Ministry of the Environment, having previously gained experience (2008–2013) at the Mazovian Voivodeship Office, including as Head of the Flood Safety Unit. In 2018, he worked as Deputy President of the State Water Holding Polish Waters, as well as Deputy Director of the International Cooperation Department at the Ministry of Infrastructure, and Director of the Innovation Department at the National Support Centre for Agriculture (2018–2024).

He is a graduate of the Institute of International Relations at the University of Warsaw, specialising in security and strategic studies, and completed postgraduate programmes at the Faculty of Economic Sciences of the University of Warsaw and the National Bank of Poland (with distinction from the President of the NBP), as well as at the Faculty of Civil and Environmental Engineering of the Warsaw University of Life Sciences.

He has served, among others, as Editor-in-Chief of the scientific journal Gospodarka Wodna (Water Management) (2019–2024) and has been a member of the scientific councils of the Institute of Meteorology and Water Management – National Research Institute (2015–2018) and the Institute of Soil Science and Plant Cultivation – National Research Institute (2021–2024). He has also been a member of the Water Management Committee of the Polish Academy of Sciences (2015–2018), the Committee for Sustainable Water Management of the Association of Water and Land Reclamation Engineers and Technicians (2017–2021), the Agricultural Market Council of the Warsaw Stock Exchange (2021–2024), Chair of the Supervisory Board of the Regional Fund for Environmental Protection and Water Management in Zielona Góra (2014–2016), and Deputy Chair of the Committee on Water Science and Water Management of the Polish Academy of Sciences (since 2024).

He is an advocate of project-based and task-oriented approaches in public administration.
