He holds a PhD in Environmental Engineering and an MSc degree in Civil Engineering.

He is the Technical Director at Gdańskie Wody, a company that for 30 years has been responsible for the management of stormwater and snowmelt in the City of Gdańsk. The company maintains elements of the urban water management system such as retention reservoirs, stormwater drainage systems, drainage pumping stations, ditches, channels, and green retention infrastructure, and since 2018 has been systematically implementing nature-based retention solutions.

He is also a teaching assistant professor in the Department of Geotechnics and Water Engineering at the Faculty of Civil and Environmental Engineering of Gdańsk University of Technology. As an author or co-author, he has prepared approximately 50 scientific and educational publications in the fields of hydraulics, hydrology, and hydrogeology, as well as over 20 expert studies (including hydrological assessments used in administrative and court proceedings). He currently teaches core courses for Environmental Engineering students in the areas of stormwater management and water law. He is also a lecturer in postgraduate programs in Modern Methods of Engineering Hydrology in Water Management and Hydrotechnics at Gdańsk University of Technology.
