Dry Flood Retention Reservoirs: Case Studies of the Roztoki Bystrzyckie Project on the Goworówka Stream and the Boboszów Project on the Nysa Kłodzka River

Commissioned by the Investor — the State Water Holding Polish Waters (Wody Polskie), the Regional Water Management Authority in Wrocław — two dry flood-control retention basins were constructed in the Kłodzko Valley: Roztoki Bystrzyckie on the Goworówka stream and Boboszów on the Nysa Kłodzka River. These investments were delivered as part of the Kłodzko Valley flood protection project, with particular emphasis on safeguarding the town of Kłodzko.

Every well-designed structure is a combination of three fundamental elements: function, structure, and form. In the case of flood-control reservoirs, this is especially important. Such facilities are intended to ensure the safety of people, their lives and property — both by reducing the flood wave and through a safe, reliable structural design. The significant intervention in land use requires an appropriate form that fits into the existing surroundings, in line with environmental protection and landscape conservation requirements. The social aspect is also crucial: the reservoir should be attractive under normal operating conditions as well, providing space for recreation and leisure.

The presentation will showcase the design solutions of the dry flood-control reservoirs: Boboszów on the Nysa Kłodzka River and Roztoki Bystrzyckie on the Goworówka stream — from the conceptual stage through to the author’s supervision carried out during project implementation. The proposed design solutions and their direct reflection in the completed structures will be presented. The flood-protection function of the reservoirs and lessons learned from the September 2024 flood will be discussed. One of the most important elements, critical to reservoir safety, is the spillway system, which prevents impounded water from overtopping the dam crest. The presentation will compare the conventional solution adopted for the Boboszów reservoir on the Nysa Kłodzka River with an innovative approach for the Roztoki Bystrzyckie reservoir on the Goworówka stream, where the spillway design uses GRP pipelines with a diameter of 3.6 m. For the spillway systems, the presentation will discuss the design solutions, physical model tests conducted during the design stage, and the real-life test posed by the September 2024 flood.
